Should you be prepared to do this, a question may possibly arise as to the amount to be paid as the mails despatched in those years to Bombay were not weighed but I would suggest that the mail matter should be paid for at the former rate, that is 2 cents upon each letter and 1 cent upon each paper that was forwarded.
